The Approach

Translating policy into measurable implementation through evidence-based research

Evidence Base

Research drawn from policy documents, legislation, regulatory frameworks, regional and bilateral agreements, institutional materials, and cross-sector data.

Structural Gap Analysis

Between policy design and ground-level implementation lies a gap that shapes what is working and what remains unresolved. SMIMA locates that gap and frames the conditions required to move implementation forward.

Stakeholder Alignment

Implementation strategies that hold are built with the actors responsible for carrying them, including institutions, implementing agencies, firms, SMEs, and market stakeholders.

Human-Centred

A policy is only as viable as the people expected to operate within it. SMIMA focuses on the human resources conditions that determine new and emerging technology adoption including digital literacy, skills, and organisational resilience, so that systems can realistically absorb what transition and transformation demands.

A Framework for ASEAN Inclusive Growth in the Digital Economy Era

This brief proposes an ASEAN Inclusive Growth 2030 Framework linking regional commitments and digital participation, including AI adoption, with measurable economic outcomes across geographical, industrial and social lines. It argues that an inclusive digital economy is a pathway towards inclusive growth, not its equivalent.

SMIMA Policy Brief 2026-01 | June 2026

Understanding ASEAN DEFA as a Regional Commitment

Following the conclusion of negotiations on the ASEAN Digital Economy Framework Agreement (DEFA), this brief sets out a four-dimensional framework for assessing the agreement: legal depth and enforceability, regional interoperability, domestic regulatory compatibility, and economic participation. It considers how the framework can be applied across DEFA's implementation cycle.
